The fourth stage of project selection has begun

The Ministry for Communities and Territories Development of Ukraine has announced the launch of a new stage of project funding under the agreement with the European Investment Bank (EIB). The program aims to modernize public buildings across the country, improving their energy efficiency and comfort for residents.

The Public Union “Ukrainian Fund for Energy Efficiency and Energy Saving” supports communities at every stage of this process, providing consultations, technical assistance, and help in preparing the necessary documentation.

Why is this important?

Energy efficiency is not only about saving energy resources but also about improving the quality of life. Thanks to modern technologies, communities can significantly reduce heating, electricity, and water supply costs. The main measures funded by the program include:

  • Modernization of heating and water supply systems.
  • Insulation of buildings and replacement of windows.
  • Renovation of boiler houses and transition to renewable energy sources.
  • Automated systems for resource consumption control.

Who can participate?

The program is available to local self-government authorities from all regions of Ukraine, except for temporarily occupied territories and areas of active hostilities. Loans are provided to schools, kindergartens, and hospitals. Medical institutions can receive grants covering up to 50% of the project cost (up to 300,000 euros).

How to apply?

Local self-government authorities can submit applications by July 31, 2025, to UPBEE.proposal@mtu.gov.ua.

Communities with ready project documentation will receive priority in the selection. Those still preparing their documentation can undergo a preliminary selection and complete the paperwork later.

Support and funding

Projects are implemented with the support of the EIB, as well as grants from the Eastern Europe Energy Efficiency and Environment Partnership (E5P) and the EU Neighbourhood Investment Platform (NIP).
